SOUTHERN PARK COUNTY FIRE PROTECTION DISTRICT MINUTES of April 1, 2010 Public Meeting 1)Call to order The meeting was called to order by Chairman Calanni at 7:09 PM. Board Members Present: Sam Calanni, Anita Long, Kathy Boettcher, Amy Mason, Harry Gintzer and Richard Rogers, Secretary Department Members Present: Fire Chief Gene Stanley, Larry LePage, Joan LePage, Seth Stahlman and Donovan Johnson 2)Introduction of guests No other guests were present. 3)Approval of Agenda Amy Mason moved and Anita Long seconded a motion to approve the Agenda. It was unanimously approved. 4)Approval of March meeting minutes Harry Gintzer moved and Anita Long seconded a motion to approve the minutes as submitted. They were unanimously approved. 5)Directors and Chief Reports Treasurers Report – Anita Long presented the Treasurers Report which included the Check Register, Balance Sheet, Actual vs. Budget overview and Profit and Loss Actual vs. Budget Detail Report. All accounts were within acceptable limits. The Treasurers Report was accepted as submitted. Copies of the Reports are attached to these minutes. Public Relations –Seth reported that only 6 people had signed up for newsletter, mostly board members. Efforts to get the Public to subscribe will continue. An article covering the 23 motorists stranded in Guffey and cared for by District Volunteers has been prepared and will be published on the District web page. Amy Mason has a photograph of some of the Taiwanese group and has their permission to use pictures. Regulatory matters—A report to DOLA of all non-rated public securities held by the District is due this month. A negative report will be submitted. Chief’s Report: The Chief reported that there were 6 fire runs and 6 medical runs during the month. He has in his possession a final copy of the Annual Operating Plan. He reported that District Volunteers spent 10 continuous hours on one stranded motorist incident and 17 continuous hours on the second performing traffic control duties which normally are the responsibility of the CHP or Park Co. Sheriff. These offices declined to provide Deputies for the incidents. The Guffey School was not available for housing and the Red Cross declined to respond. Chief Stanley voiced his concerns at a County Emergency Management meeting. His input at the meeting revealed several “holes” in the County’s emergency plans. He will follow up on the County providing emergency supplies to be stored at the community center. Guffey has no public accommodations. Apparently GPS directions are wrong for this area causing many motorists to be misdirected on Greta Valley Road, a homeowners association maintained road, which has caused several vehicles be become mired down in mud. A second incident on this road was reported and Volunteer Dale Cox freed the vehicle using his personal tractor. A request will be made for local people to volunteer for emergency shelter training to assist District Volunteers. As an outcome of the Emergency Management, the Sheriff agreed to respond with Deputies on similar future occurrences. The Chief requested approval to purchase and install a Personal Equipment Box for Unit 952 to comply with national fire regulations. Anita moved to approve up to $750 and Harry seconded the motion. It was unanimously approved. A discussion was held on the Waste Disposal Company’s refusal to pick up community recycle items. The signs have been removed and several Board Members agreed to follow up with other disposal companies to see if we can continue to provide this service. A copy of the Chief’s report is attached to these minutes. Aux Report Joan LePage reported that the next Auxiliary meeting will be Monday at 1:00pm. Auxiliary elections will be held in June. The Auxiliary presented the Mason family with nice gift for feeding and sheltering the stranded Taiwanese students. 6)Old Business CSFS Grant Application (GIS info from County): The database should be available from the County this week. Larry will install it on his equipment to test the data. If okay, he will purchase notebook, computers for 4 to 6 units, depending on price, with grant money. DOLA Contact List - Now current and correct DOLA web page link- Now established. Highway 9 plowing - Still no response from CDOT. With winter over this item will be dropped. Annual Operating Plan- Covered in Chief’s report. This item is now closed. Ute Pass Medical MOU- Still not received from Ute Pass. Chief will follow up. 7) New Business Audit exemption: Anita reported that a letter was received from the State Auditor approving our application for audit exemption. Ratify Unit 982 Brake repair costs of $1,100. Additional costs resulted after vehicle was given its annual inspection. The services performed were, oil change ($400), oil filters, fuel filters, grease seal, cam bushings worn, fittings broken/worn. The total repair costs are $1,872.15. Harry moved to approve this expenditure and Flip seconded the motion. Unanimously approved. Election documents mailed to DOLA? (Cert of election results): Email confirmation was received from Mary Ann Melvin, DEO. No confirmation yet of legal notices publication. Moved to old business for follow up. Special District Association membership: Membership is now less important because the District web page is linked to the DOLA web page. Anita will follow-up. Inclusion documents to Wanda Eppes: Subsequent to the meeting an application was emailed to her, by Anita Long, and Ms Eppes acknowledged receipt. Responsibility for stranded travelers: This item was covered under the Chief’s Report. Recycle Service Problem: This item was covered under the Chief’s Report. 8)Public Input: Amy Mason worked with Paranormal Investigators to re-create San Luis Cattle Mutilations.
