SOUTHERN PARK COUNTY FIRE PROTECTION DISTRICT Meeting Minutes for May 5, 2011 Public Meeting Call to order: Meeting called to order at 7:07PM by Chairman Calanni Introduction of Guests: None Attendees: Board Members Sam Calanni, Amy Mason, Flip Boettcher, and Harry Gintzer. Also present are Secretary to the Board Roberta Smith, Fire Chief Gene Stanley, Deputy Chief Don Felton, Larry LePage, Joan LePage, Auxiliary President Dave Tilton, Auxiliary Member Barbara Felton, Web Master Seth Stahlman and Donavon Johnson. Treasurer Anita Long had an excused absence. Approval of Agenda: Add addition of Engine Type 3 to Old Business. Motion to approve agenda made by Harry Gintzer and seconded by Flip Boettcher. Vote unanimous. Approval of April meeting minutes: Make one minor change from Type 4 Engine to Type 3 Engine. Motion to approve May 5, Meeting Minutes made by Amy Mason and seconded by Flip Boettcher. Vote is unanimous. Directors and Chief Reports: Treasurers Report (by Chairman-Treasurer excused): (Copy attached) Check Register Check #6457 to AED Professionals for $12,099 for the 12-Lead Life Pak Defibrillator. PEP Points of $689.71 were cashed in. Changes to the Balance Sheet include the usual. Nearly on budget. The Treasurer’s Report is accepted as submitted. Public Relations (newsletter/wildfire-animal mtg): The newsletter was issued and distributed in April 2011. Fire Chief Stanley’s article regarding Inclusions was published in the newsletter. The Wildfire and Animal Evacuation Meeting had approximately 30 in attendance. ID tags approx 30-40 to the Auxiliary. Regulatory matters: SPCFPD is current with State submissions Chiefs Report: Fuel cost was increased due to increase in activity in March and April 2011. Utilization Report: Jan 2011: 8 Vehicles 5 POV’S Feb 2011: 7 Vehicles 3 POV’S Mar 2011: 29 Vehicles 5 POV’S Apr 2011: 28 Vehicles 7 POV’S TAC Repeater: There is not much movement on the antennae. John from KNS will need to fire this System up. Aux Report: Dave Tilton reported on the Mexican Potluck on April 30th. Reported a good turnout. Flowers were brought to Gordon Scott after Gordon had surgery. Bingo Gaming Class will be held in Steamboat Springs on May 17th. Old Business Inclusion letters: SPCFPD will advertise in Flume 1 week before June Meeting. The Public Meeting in June and the list to the Assessor’s Office by July 1st. A list of Included/ Not Included will be published on the SPCFPD Web Page with a Disclaimer Notice. There are 31 additional Inclusions at this time. TAC Repeater Site status: Covered in Chief Stanley’s Report Inclusions -Round 2: 35 properties named in Court and the Judge approved. These properties are now officially part of the District. Policy on Executive Sessions: Not in SOP format yet. Will table discussion at this time. Inclusions Round 3: 31 names. This is the last round this year. Addition of Engine Type 3: Call from Rich Holman in Fort Collins State Forrest Service Surplus Engines. They had acquired two Type 3 Engines from Durango Fire Service. These are too old for and too heavy for the Forrest Service. Rich called Gene and stated Engines would be renovated. Rich stated he can’t promise but SPCFPD is at the top of the list but we must complete an application. Application is approx. 2-3 months out. We will apply when the Engine is renovated. The grant for 962 is still pending. The grant is open but there is no money. If we are awarded the Type 3 Engine do we want to keep or end the grant application? We will evaluate at a later date. We would not own the EngineType 3. It will cost $200 per year to rent the Type 3 and the Forrest Service will repair. Rita Baysinger is down in Pueblo at the Sand Gulch Fire. She is stationed at the Forrest Service Office in Canon City. Grant for $5000: The TAC Repeater has to be up and running before we receive the grant money. Grant money will be used to pay KNS. Chief Stanley will talk to Gordon Scott. Firepack Insurance: The Firepack Insurance expires May 28th. Do we stay with Estes Park or go to VFIS. Firepack has been a good insurance policy. Do we find an agency who deals with this insurance? Firepack carries AD&D. New Business: Credit Cards (Engine Boss/Treasurer): Tim Paupore’s credit card will be reissued. Anita Long has to borrow Gene Stanley’s card at this time. Credit cards have already been issued to Chief Stanley, Deputy Chief Felton and Aaron Mandel. The credit cards have been changed to include Tax Exempt number. Harry Gintzer motioned to issue Treasurer Anita Long a credit card and Amy Mason seconded the motion. Vote is unanimous. Treasurer will be issued a credit card. First Responder Day-Sept 27: This date has been designated by the Governor and will be observed every year. Discussion followed regarding changing our Volunteer Appreciation from January to Sept 27. Sept 27 falls on a Tuesday night which is our training night. We decided to have a Potluck on Tuesday, Sept 27 and keep our Volunteer Appreciation in January. April Newsletter: Sam Calanni stated he did not notice a calendar of events regarding what is going on at the Fire House. Amy Mason had sent a copy of the SPCFPD logo to her sister in law to have a 3X8 Banner created. Discussion followed. Harry Gintzer suggested a sign when you enter the district. Amy Mason suggested placing the banner on the Fire Stations. There are signs on the County Roads and on the north end of the County on the Highway but not on the roads at this end of the County. We discussed adding “Now accepting volunteers”. Sister in law has improved the logo. The charge for this banner is normally $185 but is $110 for our Fire Dept. We will visit this issue at the next meeting. CPR Class: Classes will be held on June4th and June 25th. Morning sessions will be held from 8:00 to 12:00 and afternoon sessions will be held from 1:30 to 4:30. Fire District members and their spouses are eligible to enroll. Should Donavon open to the general public if not enough eligible participants attend? This is health provider BLS and is not for lay people. There will possibly be a public class in the future.
